High Efficiency Irrigation Systems (HEIS)

High Efficiency Irrigation Systems is sponsered by Government of Pakistan through Ministry of Food and Agriculture (MINFA), Islamabad. The project would be implemented in cluster form in identified areas of Punjab, Sindh, NWFP, Balochistan, AJK, FATA and FANA.  Preference will be given to those areas growing high value crops, water scarce areas, cultivable waste lands and difficult lands.  Provincial Governments and Other Areas including AJK, FATA & FANA.

The proposed project is in-line with objectives of the Medium Term Development Framework 2005-2010 under sub-sector On-Farm Water Management Programme with financial allocation of Rs. 46.781 billion during the period 2005-10.  The project is, therefore, proposed to be funded out of allocation for water sector.  Medium Term Development Framework emphasizes among others the following:-

  • Maintain water quality through protecting water resources by preventing their pollution.
  • Extensive research in water saving technologies
  • Efficient utilization of agricultural land.
  • The concept of more crop per drop of water shall be pursued to ensured improved irrigation methods and practices.
  • Conservation and optimizing water use efficiency.

Allocation of Rs.40 million for Punjab, Sindh, N.W.F.P. and Balochistan in PSDP 2005-06 was made for promotion of drip irrigation system in the country.

In view of expected benefits and the increasing water shortage in the country, it has been decided that HEIS projects prepared separately for provinces be merged into a single Federally funded project for implementation simultaneously in all four provinces and Other Areas including AJK, FATA and FANA.
