What HEIS Project is about?

The project envisages introduction of micro irrigation systems mainly Drip and Sprinkler irrigation systems

What are the Project Implementation Modalities:

The project is demand driven. It will be executed through respective Provincial Agriculture Departments and will be implemented through private sectors. Selected Supply and Services Companies (SSCs) will install the systems on selected farmer fields which will be verified by the Project Implementation Assistance (PIA) Consultants. The payments to SSCs will be made through selected Service Provider Banks. All the project activities will be monitored by the Project Monitoring Units established at Federal and Provincial levels. The provincial PMUs will be established at CM Secretariats

Cost sharing:

The cost sharing formula has tentatively been set at 60 : 20 : 20 for Federal Government, Provinces and Farmers respectively provided that the cost of the system does not exceed Rs. 45,000 per acre (+ 10% variation). In case the cost exceeds the prescribed ceiling the extra cost of the system per acre will be born by the beneficiaries. This formula is expected to create farmers’ ownership. In case the Federal Steering Committee feels difficulties in the implementation of the project, the prescribed ceiling of system cost may be reviewed by the Committee. In any case federal support would be 60% of the system cost subject to the prescribed ceiling. The financial supports both Federal and Provincial Governments would be available up to maximum limit of 50 acres. If provincial Government intends to reduce ratio of farmer’s share, then share of respective provincial Governments would be enhanced accordingly.
